Do Paypal provides protection for buying Google Ads Account

I am just about to buy Google Ads Account from someone, and he is fine accepting payment via Paypal

But my concern is in case of any scam, can i raise dispute for it ? Aren't buying and selling such accounts are against their policies ?

Please help

Enough evidence of what ? Say if seller sells a suspended / unusable account. Then can buyer raise dispute and get money back ? even if trading such is against their policies ?
 
When it comes to any non-physical product (digital product or something that is not physically shipped), and payment was done through Paypal and the buyer raises a dispute, in most cases it goes in favor of the buyer. Sellers of non-physical products know this and hence avoid accepting Paypal as payment, because buyers also know this and hence there are many cases of buyers making false, fraudulent disputes. Now, sellers who accept Paypal inspite of this, are nowadays using stealth Paypal accounts (strong stealth Paypal accounts where there is no hold period), so that if there is a dispute, then seller dumps the stealth Paypal account & moves to his or her next stealth Paypal account to continue accepting Paypal as a payment. This system works well for sellers who have a relatively bigger sales figure. Now, coming to your query, if you raise a Paypal claim after buying a GAds account and you mention that in your claim, you stand to get your Paypal account frozen by Paypal, because you used Paypal to buy a product that violates Paypal's policies.
