Do I need licence to start with a news site?if yes from where can I get it?
The site i would want will have different perspective of what media shows

You don't need any licence.

You can operate as Freelance Journalist but some organisations may expect you to be registered with a professional body/union or enquire where you got your qualifications.

If you are just commentating on News that others have reported, then you you don't have to have anything and anybody can do it.
The only stipulation would be is that you need to be a very good writer or have very outspoken views.

Forget the registration.

If you are just scraping News sites and publish posts word for word then copyright may be an issue.

You need to do some thorough research on the following:
[h=1]Copyright - http://en.wikipedia.org/wiki/Copyright[/h]
[h=1]Fair use - http://en.wikipedia.org/wiki/Fair_use[/h]
[h=1]Content curation - http://en.wikipedia.org/wiki/Content_curation[/h]
[h=1]Web syndication - http://en.wikipedia.org/wiki/Web_syndication[/h]
Good Luck
