Do CPA Networks Even Care About Blackhat Traffic?

A couple of these CPA networks I'm registered with have pre-made content lockers I can use and they're things like video points generators and Tik Tok followers generators etc. Clearly this is in a legal grey area, so do networks like these who offer these content lockers for affiliates to use, do they even care if you are promoting these lockers on sites with an ad like "FREE [VIDEO GAME] XP POINTS" and "FREE [SOCIAL MEDIA] FOLLOWER HACK" ?

Then the content they unlock will be some BS that doesn't work provide what the person doing these offers for "human verification" are looking for. Sorry this is a bit vague but I'm a bit confused on this one, any insight will be helpful. Thanks!
