What do you think the effects will be on IM from this development?

No effect? The only persons I see that are on the wrong side of the boat are ISPs. Snooping will be harder.

I believe that dns over https adds costs to them, and since it will be harder to fingerprint a user, mass traffic actions will be more common and thus rising costs
