Recently my website got deindex from google as i have some copy content in my website and i hit with a Dmca notice of content. Is their any way to bypass this or this is a permanent takedown.

what kind of website?
Do you use an offshore host?
 
You can send a reconsideration request to Google if you are completely deindex, but it will not bring back your rankings to the same place you had before.

But I have almost 16 % copy content on my website does google still index it.
 
I would better start from the beginning with a new site. Too much hassle. Only if this site brought you a lot of money.

Yeah it is top ranking site that's why i am putting my efforts on it.
