[QUESTION & Method]
So I've been seeing lately people with that blue tick mark on their IG.
It seems like the people are just ordinary, there's nothing special about those people.
I also been researching and also contacting FB representative support.
Here's what they say.

"What's the criteria for verification, is what you want to know. Your account must comply with Instagram's Terms of Service (www dot help.instagram dot com/478745558852511) and Community Guidelines (www dot help.instagram dot com/477434105621119) and have the following:
Authenticity: Your account must represent a real person, registered business or entity.
Uniqueness: Your account must be the unique presence of the entity it represents. Generally, one account per entity may be verified, with exceptions for language-specific accounts. We don't verify general interest accounts (ex. — @puppymemes).
Completeness: Your account must be public (www dot help.instagram dot com/365041933611384) and have a bio, profile picture and at least one post. Your profile can't contain "add me" links to other social media services.
Notability: Your account must represent a well-known, highly searched for individual, brand or entity. We review accounts that are featured in multiple news sources. We don't consider paid or promotional content as sources for review.

This brought me to a method.
• There is a PR release service in BHW when they say "We review accounts that featured in multiple news sources" it leads me to this directly.
• Brand tend to be easier getting verified instead of a personal account. That's a fact.
• Your brand / Personal account must have website, and legit person behind it.
• Paneling. Those boosting followers, are they "Safe" ?
• I know for a fact that nowadays getting verified is much easier than 2016 / 2017 due things that happened with them.
• Before getting verified by IG, you're most likely need to be verified on FB. That's the easiest way.
• You have to stick in one thing and grow it.
• IG will never verify an account with general interest. Which means we have to be unique.
