I am completely rewriting a old post because its not very good, is it better if I delete it and just create a new post on same subject. (it will have same title and h1 tag) Or should I just delete all the content on it and just add new content and maybe use google fetch to index. The old content has only been out 1 week.

You better delete current content and put new one or updated one on its place.

if its only a week old, then just re-write it, this sounds like the best solution, you won't loose a ranking that is still being established.

Yup your plan is good rewrite the content by not changing title and h1 tags. But make sure of having good keyword density in the new content.

If I rewrite it and it has better targeting will the SEO article improve? Should I update it with google webmaster Fetch?

If you delete the content, make sure that you're not actually deleting the entire page and then creating a new page at a new URL. Or at least, if you delete the page and make a new page at a new URL, be sure to 301 redirect your old page to the new one.

I think adding new content would be great as it makes the content on the page longer and more, which seems to attract search engines in a way.
However, a little bit more focus should be placed on enhancing user engagement on the site instead, such as letting users commenting on that post, or filling in their details, or some interaction with them, as search engines also place a little importance on that as well. The most interaction and engagement, the more valuable the resource published on your page, and the better priority/authority given in the process.
