Creating a Bot like Instahoot

I'm interested in starting to sell Followers & Likes. I was wondering how I would go about getting my hands on a program/bot which can replicate the same features as Instahoot (Can't insert link so if you're unaware google instahoot) in which I could use that platform as a control panel so whenever someone buys followers, I can simply just enter their username and press enter.

Also, does anyone know exactly how people normally sell instagram followers & likes on sites such as fiverr and seoclerks? Are they using a semi-underground bot or does each seller have their own private bot? (I find it hard to believe because with tens of thousands of sellers, there has to be a general bot that they all use)
