CPM networks

Hi Im new to forums and well i have been an advertiser online for over 4 years and then last year back in 2011 started being a publisher aswell, but was getting annoyed with all the difrent networks payments changing and not being a set amount, So i was never sure how much i would be earning from my CPM ads. I have been looking at seting up a CPM network that is a flat rate CPM for the advertiser and the publisher, so both parties know whats the cost are to the advertiser and the publisher. I have found a few out ther that say they do but when it comes to it they dont stick to it. so would any one be intrested in a cpm network that would pay a set rate It wouldnt be huge like some of them promise like $3.00 CPM rate but it would be set so that everyone knows were they satnd and will get and it wouldnt have this 30 net or 60 net pay system it would be a straight paypal set up for advertisers to pay and publisheres to with draw?
Hope you guys can help me with this and your thourghts would be great.

In real, I have never seen conversions more than 1- 1,5 x1000. many times impressions are not counted. All network paying more than 14 days delay are under risk. They claim to pay net 30 or net 60 because need to be sure that advrtisers have paid. Nonsense... they don't start campaigns if advertisers have not paid. many of cpm companies don't pay because they say that aren ot yet paid, or pay very late. The most serious ask to have a website with a very big traffic.

Solid CPM networks are always in demand and providing a set payment system would differentiate your network from others.

Well I have been Looking into the setup costs of the white lable platforms and they are not that much to be honest just would have the drama of finding the advertisiers and publisheres in quantity to make the network viable. Is there a advertisiers directory out there that deals with online advertisers and the same for publisheres? I have contact of a good few advertisers and a couple of publishers that I have developed a decent contact with and I have also asked them the same thing and they are also looking into it. so do you guys have any view on this?

Note: I have over 20 different CPM networks, as I rotate the ads (enable/disable) from various CPM networks over a period of weeks/months to keep the eCPM rates high on my sites network. If you stick to just one CPM network, they will drive down eCPM rate quickly after few months of use.

Only high-end CPM networks (ValueClick, Google Adsense, etc.) are worth keeping. Rest...keep these CPM network providers on short leash.

Depends from traffic. When traffic has some value then eCPM rates can grow after time. We work in this way in Poponclick. When traffic has flash, less bots and it's real then profits increase.
