When I run ads on a new account, the CPM is always very high, even though I have chosen a wide target and used good content/images. This makes the advertising cost too expensive. Does anyone know how to stabilize and reduce the CPM from the beginning?

A broad target audience and using good content/images is not always an advantage, it may be because your ad is not focused on the right customer base

Is it because the account's new that the CPM for campaigns is often high? Because my campaigns in the fashion niche are the same. CPM often starts around $12-$15 and CTR is around 2.5%
 
I am targeting 18-55 year olds, is that too broad a market?
