I just want to ask if i have a website which is running on a offshore hosting and i want to promote CPA ads.
So CPA Network allow it?

Cause the ebook i'm giving to the user after completing the offer is doesn't belong to me.
Can it cause any problem?

You can check with the respective networks via support to see if they allow something like that.
