Can you suggest any CPA network that accepts new advertisers? I've been running a campaign on Facebook to generate leads, but I haven't received any response from the 11 leads I got. Do you think it will be effective? By the way, I'm offering $50 off coupon codes as an incentive.

Many CPA network accepts new advertisers. You just need to demonstrate that you know wtf you are doing

You can collect email leads doing it, but why would you do that? when in order for an offer to convert sometimes they have to enter their email. I'd more try to collect push notification subs.
 
The Push notification sub is that something that can be done on Propeller ads?
 
Quality of leads you already got could also have something to do with the quality of the campaign itself, or that's already ruled out as a possibility?

It's ruled out of the possibility just bad leads from Facebook ads.
