Cpa expert reply to my query

in the last week i have seen lot of people promoting survey offers with incent , i want to know which networks allow this , as i saw people were being 30% incent , against the tos , some were using landing pages , but as cpa networks do get the traffic source , would you suggest this... to hide referrer we use dereferer which hides the source , i want to get reply from an experienced cpa marketer

CPABuild has individual offers which allow incentive. Overall though; all content locking networks allow it, but then you of course have to create a locker. CPALead, OGAds etc. etc.
