It really depends on what your ultimate goal is. If you have a end-product and need to see substantial conversion rates, then quality is definitely the most important in reaching your end goal. Good quality content increases trustworthiness.
However, if your main goal is to increase outreach and publicity, then I do agree that in some ways, backlinking is the way to go. Backlinks from strong, credible domains is placed at a higher value than any amount of good copywriting does.
