It really depends on the publisher really, Rather focus on a more hardend tactic

I have my own datacenter and 1000 of ips, the disadvantage is my DC is not USA base
(i invested all my past earning to make this datacenter, i am now broke)

I think this project will need to invest atleast $10k..

It doent matter which ad network, as long as each page can make a small ad income.
