Would you rather suggest creating a site with garbage unreadable content that the user sees with my offer above the fold or cloaking with the referral cloaking way? How long is "not long"? I mean.. the sites took 6 months anyways to rank.. is "not long" 6 months, year..? Have you made any comparisons as you have used your own system for years?

personally i would suggest to use a proper cloaker. however you can also use churn & burn tactics and use garbage sites cloaked with simple stuff like user agent cloaking and hope it lasts.
i don't know if it will last 6 months, however you can rank much faster as 6 months. you can rank in a matter of weeks or 1-2 months usually. if it takes 6 months you do something wrong (i.e. not building backlinks). i haven't done any A/B testing as the system i use works for years, so no need to test with simpler methods. however i know that hacked sites offen use UA cloaking only and they get detected quite fast (in a matter of weeks).
 
Does any of this help with getting ads improved on IG? Gambling content is typically not allowed and ad campaigns are getting banned after a couple of weeks.

sure cloaking also helps with ad campaigns, however its a different game then for search engines.
with cloaking and ads you always have to expect to get banned after a while due to manual checks.
sometimes it lasts for weeks or months, but sometimes only a few days. it depends on a lot of factors i.e. how much traffic you buy etc.
 
this sounds like rocket science to me.

there are no youtube videos as you wouldnt see much, the redirect is happening behind the scenes on the server side.
all you would see is a website redirecting to another site, that would be a stupid video. its really not hard to understand if you take the time to read :P

So as your explanation goes if i somehow manage to trick the googlebot that this website is real and not my money page how would i go about doing it?
First option is to check if it's google bot by checking the UA

Mozilla/5.0 (compatible; Googlebot/2.1; +http://www.google.com/bot.html)

However can we do a real nmap automated scan to see if its the real user or not? To avoid those one which are not on our IP list (Known google bots ip address)?

UA is not enough, i mean it works for a while, but additional IP and rDNS checks are required.
using nmap would be too slow and you don't really need to do a full port scan to detect if the IP is from google. thats why a rDNS check is better.
