there is not really a testing tool. you can try manual checks for example, one method would be to fake the user agent to that of googlebot and check the site.
if it fails to cloak, then its not a good cloaker as its only relying on UA checks then.

Hi,
I am new to the industry and cant' count my self even as a beginner. Although I am familiar with Google Ads working but I don't know how to set up the safe page and money page on landing pages through cloaking.
I read the articles above where its process is explained however did not understand the techniques.
I want to learn it. Please help me.

yes if you can code yourself and can take the time to build everything and gather the IP data then sure.
however its best to use an existing solution as everything is already optimized since years, so no need to start from scratch.
unless you just want a simple cloaker for churn & burn campaigns i.e. only use UA cloaking then thats easy.

it depends on what kind of cloaking you need.
i don't use cloaking services, i use my own code so i can't speak for any of the services. however from what i've heard from customers and friends non of the major services are reliable enough for ads.
personally i mostly cloak for SEO (so search engine bots) and been doing that for over a decade now without any deindexing problems. so i can confirm that it still works fine.

private cloaking methods are called "0day". these are methods that the general public doesnt know about.
