Clients for high-risk payment systems in India

I have a payment processor for the CIS countries. I work with high-risk businesses, meaning we don't conduct any due diligence on our partners and accept virtually any project.
We're looking to expand and have decided to explore the Indian market. We currently have gateways set up for P2P and UPI payments.
I know how to attract users from the CIS to my payment system. But how to enter the Indian market remains a mystery to me.

My clients include black hat casinos, cryptocurrency exchanges, dating, adult content, etc.

Marketing and SEO gurus, please advise me on where I can find clients in India?

All the same. You just create a list of potential customers and then try to find their payment managers for direct communication
