I would not do a redirect, but have a link that users can click on. Or, if you want to play super safe, you only use your own lander to collect their contact details of interested people and then send affiliate links by email / SMS / whatsapp.

What I am saying is that noindex can be consired as restricting access as you don't let Google acces your page to analyze it.

I suggest you carefully read the policy I sent you. There might have other errors in your setup.
If you got a warning/restriction for Circumventing Systems reason, removing these two issues may be enough. If they banned you already, they might not let you in again, especially if your account was new. They won't take risk on a new advertiser that is already showing that he did not care about their policy.
If you contact them, you must spend time to explain exactly how you have reviewed each point of the policy, and the fixes you have made, to show them you care about their rules. It is boring, but that is what works.
