Central Bank of Belize doesn’t take action when faced with Choice’s lack of liquidity

The Choice Bank of Belize, after 10 years on the market, is passing through a strong liquidity crisis that has driven it to stop withdrawal of money by its accountholders. The problem is very serious; however, in such a complex context, the Central Bank of Belize’s – which has the objective of regulating the Central American country’s financial system, as well as issuing the nation’s currency – lack of action is astonishing. The Choice Bank’s accountholders are extremely worried about the situation of their assets. The law firm Caporaso & Partners got in contact with the Central Bank of Belize with the objective of receiving an answer to its multiple concerns about the subject; however, this institution offered the following as its single, insufficient answer: “We aren’t allowed, by our statutes, to respond to your specific questions. Direct your specific requests to the Choice Bank.”

To the accountholders, who have trusted said bank, this “answer” seems to be a taunt. All of them had previously contacted the Choice Bank, but it didn’t offer any information, beyond a brief statement where it admitted that “a problem with the prepaid cards” has affected the freeze on the accounts.

In this statement, the Choice Bank admitted that it maintains a positive balance sheet, with retained accumulated earnings of more than 26 million dollars. This information doesn’t seem credible, because otherwise the financial institution wouldn’t have frozen its accountholders’ assets.

The Central Bank of Belize recognizes its mission and objective as ensuring the country’s financial stability and economic growth. In the case of Choice, the Central Bank has done the complete opposite, because by not offering information it has created distrust over Belize’s financial system.

The Choice Bank had obtained an international banking license, Class A, through which it could carry out transactions through its business office in Belize. To maintain the license, it had to have a minimum authorized paid capital of 3,000,000 USD and it’s the responsibility of the Central Bank of Belize that they comply with this. Therefore, if the Choice Bank has problems and the banking authority of the country doesn’t intervene in time, this shows a lack of compliance of its functions.

Anyone that is still having funds in the FirstChoice Account that they can't withdraw, contact me - The funds are being hold by Choice Bank and they are not insured. That means if the bank is closing down in the next 48hrs we will all lose our remaining funds in the FCP Accounts..

contact you for what? Are you able to recover the freezed funds?
 
Yeah, I don't understand why peoples funds are frozen. First I've heard of this. I made a withdrawal from the FCP card today just fine. I did read a thread on Payoneer about June 30th being a deadline to get your funds off the Payoneer cards that used Choice Bank. Not sure if this will be the same for FCP.

Still don't get why FCP just gave up with trying to find another bank issuer while Paxum was able to do it.

Because FirstChoicePay is created on a partnership between Payoneer and Choice Bank as card issuer bank. If you remove Choice Bank as card issuer bank, there is no partnership anymore and FirstChoicePay has no reason to exist.

I think there is still a possibility in the future that Payoneer will offer the same solution like FirstChoicePay (processing money from adult industry) again but with another name and card issuer bank. Chaturbate has already introduced "Payoneer Global Bank Transfer" today.

No, it was for a company that wanted to go against Choice bank but it's already cleared up. There is nothing we can do to change the current situation.

By the way. After 3-4 Weeks my Paxum ID verification got through but my Phone Bill for adress verification got denied. Lol. time to wait another 3-4 weeks, yay!

Another post i found on a different forum from Caporaso & Partners regarding the FCP conflict:

I had some answers with a parallel investigation: it seems that Wire Cards (provider of the Master Cards distributed by Choice Bank) shot down their program and create the liquidity problem. This happens few months ago with Wave Crest that had suspended their VISA program without prior notice and then their Master Cards program with 15 days’ notice. Now Choice Bank need to get all their (our) money back and it will take few weeks, then they can start to pay out. Of course, the bank will need a plan to avoid massive withdraw than can cause bank’s bankruptcy. Caporaso & Partners still work to press Choice Bank to notify their plan to all customers and be transparent. We also ask to all customers to join our group and give us a Power of Attorney to show to the bank and the Central Bank that we are one for all and all for one. Our money is not insured so we have to act fast but think first about cause and effect relation in our behavior.

IMPORTANT: PLEASE do you own diligence in the Caporaso & Partners situation. This "lawyer" wants 1000$ for his work against the Choice Bank. So i wouldn't suggest spending your money on it. The best thing you can do at the moment is to chill the fuck out and do nothing about the situation, because everything seems kinda fishy.

The funds on the card are guaranteed by Mastercard, that's why you can still use it as usual for withdrawing/purchasing. The card can only hold $10k, if you have more than that in your FCP account, the amount which is above $10k, is not guaranteed by Mastercard, because it is not loaded on the card and it's in the hands of the bank, which means it's frozen for now.

Was your Payoneer card issued by Choice Bank though? Payoneer uses different card issuers. Those whose card was issued by Choice Bank should have received an email from Payoneer regarding the situation. I got this in late March:

Btw i switched to ePayments, i already got 2 payments yesterday from Chaturbate, which i transferred to an external credit card for a 2.9% fee, better than nothing.
Paxum is slow as hell, they lost me. For CosmoPayment it took 7 days to review the documents and finally deny one of them, but they didn't even tell which one. lol The whole website looks amateur, no answer to support ticket, so i decided to go with ePayments, they are around since 2011 and have 640k+ clients. They were pretty quick with the verification, it took them only 2 days.

So with the funds that are already on the card, there is no way for FCP to block those funds as they are already in the hand of MasterCard? I did message FCP a week or so ago about when the funds should be moved off the card and they said they had no ETA, but that the funds should be spent/withdrawed as soon as possible.

I think they have no intention to block the funds or they would have done it already. The bad guys in this case isn't FCP, it's not even Choice Bank, but the card issuer company, Wire Cards mentioned in one of Heiko's posts above, they created the liquidity issue by shutting their program down without notice. The cards will be disabled in the very near future, it's out of the hands of FCP or Payoneer at this point, that's why they can't provide an ETA. Although Payoneer sent an email with an ETA in March, according to them it's 30th June, but when they sent a follow up a week ago, they advised to withdraw/spend the balance as soon as possible (just like FCP told you), they didn't mention any ETA this time. I only know that as of now the cards still work, but it's better if you withdraw/spend your remaining balance as soon as you can as they advised, if you haven't already.
 
So they do not reload our current cards even when the money has been unfrozen. How are they going to solve this problem? I do not think they will send new cards.

About cosmopayment: which documents do they need? Is just your ID or driving license not sufficient?

Does anyone know how to move FCP funds to my personal bank account?

A few months back i used to do this: I loaded the funds to Skrill and then i moved them to my bank account. They took some fees, but was the only way i knew to do it. Now they don't accept Mastercard anymore and i don't know any other way to do that.

I have 5 figures in FCP and i don't want to go to the ATM everyday to withdraw it, it would take ages.

how does it take ages? You can max withdraw $10k now, the rest are freezed in your virtual balance. You can withdraw about $4k from ATM per day so it should takes you no more than 3 days to withdraw your $10k card balance, I took 3 days.

Are you aware of the Fcp problems? If you have more than $10k, then part of your money is frozen.
I would rush to get your money on your card as soon as possible.

yes, my card was issued by Payoneer long ago, in 2017 they moved me to FirstChoicePay, but the card was not changed/ it is issued by Choice Bank. Now I am searching for solutions to get my money out of FCP account ...

The limit of the Choice Bank Card with FCP account is $5k per day at ATM + $2.5k per day at POS, so total is $7.5k per day, as far as I know, but only what you have on card can be used, since this FCP problem...

  • You can make up to 20 ATM withdrawals for a total of $5000.
  • You can make up to 9 point of sale transactions for a total of $2500. (Point of sale transactions include purchases in stores and online, cash disbursements, and bank teller withdrawals.)
  • The total daily spending limit of your Firstchoice Pay card is $7500.
These daily limits are set in accordance with regulations set by Firstchoice Pay, MasterCard, and our regulators and cannot be increased. Specific ATMs may impose withdrawal limits of their own, as set by the bank operation the ATM.
 
Hello. Is it true that Firstchoicepay closed? I received a message from them that it no longer supports payment from Avatrade. Is there not another broker where I can use the Firstchoicepay services please
