While there are a TON of different reasons your account might not be accepting your card or isn't spending, one of the main ones is...
YOUR IBAN.
Copied this from Google as I am feeling lazy.
But to put this in perspective, years ago is when I first noticed that FB was starting to gun down on AMEX cards (In this case, it was mostly USA and UK)
Long story short, these cards were abused a lot obviously also for the "cash backs" and other bonus benefits.
Your IBAN can basically be read, this counts for a huge amounts of processors and FB has a card rating.
You probably already noticed that some cards give you a higher spend right away, while others will set you on very low limits.
Well, in most cases it's the IBAN.
So what can you do?
Test different cards, changing countries can help, but also business cards versus personal debit, and so forth.
Noticed a bunch of topics why your ads are not spending, figured il get this one out of the way.
P.S. This isn't anything new btw, has been like that for a while.
Even with faster FB bans or just straight up bans upon adding the card.

An IBAN is used to identify an individual account involved in an international transaction. The IBAN also acts as a method of verifying that transaction details are correct.
