Can you get monetized if you make 2D Animations without using your voice?

I heard recently that you have to use a voice over/commentary to get monetized but what about 2D animation videos that you created yourself or 2D sketches that sometimes don't require a real human voice or any voice/commentary? Do they fall in an own category?
