It very easy to do with out going to dial up... go to youtube and enter this search (fix the dot) there are over 200 videos showing how to do this.

Is there any possibility besides proxies to secure subnet...i mean you can get easy a new address..but the first 2 numbers of the IP is always the same due to the subnet.

That is correct.. but that is like the first 3 digits of your zip code... If your using broadband and changing your IP you also have to locate and clear the cookies that CL puts on your box.. there are several...

It would be nice to know. Currently using comcast motorola. I think I will have to dish out $50 a month for that wireless laptop card.
