Quick question, for someone who sends thousands of sms daily to the U.S “Without permission” .. Can this person be Caught IF he lives outside of the U.S ??.
Can this be dangerous?.

Sure they can.
I know a guy who is in Australia that got hit. He was making like 20K a week and they followed the money right to his front door; the Federal agencies all exchange information these days.
Do all you can to hide your tracks while doing that.

You cannot just sms them though on a commercial basis without their permission in the USA.
Be smart and protect yourself.

Permissions, my Man, permissions.
Scraping phone numbers and sending SMS messages is not legal in the USA.
My friend in AU did exactly that for a bit and it did not turn out well for him.
Your country might not allow prosecution but if you are in a 1st world country you may have an issue. He did.
But did they opt in to get information from you? That's the big difference.

Businesses are entities and it is not whether they are people, plants or shoes... the laws cover all of them including businesses.

I have a pretty good idea what country you are in based on my limited ability to use the crystal ball and Mod permissions I have and you are probably safe but, golly gee, Dude, start cleaning up those tracks with your SMS deal.
