You need to Migrate all the files and Database's across. The seller should do it for you unless he stated that he wont transfer the site.
Hostgator offer a site transfer service but its quite expensive.
Open up a thread on BHW (Hire a freelancer section) and try and find someone who can do it for cheaper here on BHW

As long as you have the domain name you should be able to contact Hostgator support. It shouldn't be a problem creating the new files from scratch just like doing a new website. You can basically use the same content that you purchased and you may heve to copy it to an external database first.
