It's either I'm way overthinking this, or this person has made a grammatical error that is disrupting perception.
I am following a guide for tiered link building however, i am confused with exactly what this person means by this. I will post the relevent information that is confusing me.
Now you can add the backlinks to your website from each post.
Each post will have 4 backlinks, 3 will go to your website and of course the 1 to the authority site.
So here is how you are going to link out on your web 2.0 properties:

it says 3 links to 3 urls for the first of the 5 keywords right
does this mean that we link to the same URL of our blog post 3 times, in the same post?
Say we had a keyword "fish and chips new york" does this mean that I link to 'fish and chips new york' 3 times in the same post, pointing to the same URL? isnt that silly?
it is the only thing that makes sense as the way it is put did not. I guess it was a rewrite? it sounds like they me want to add 3 links (which are different URLS, 2 would obviously not be relating to my keyword as it would be a different URL.) What if we dont have another post with the keyword 'fish and chips new york.'

I have been looking at this for quite some time now, what if we were not to have relative content to the other 2 URL's, and if that isn't the case, what is the point of adding different variations of keywords to the same URL 3 times?
