Can "Searches related to" be manipulated?

I'm witnessing a specific case involving a moderate volume but low competition keyword that is showing signs of manipulation in the "searches related to" list on the bottom of the SERP.

For example, more than one of the "searches related to" terms have zero topical relevance to the query but are associated with one of the sites that ranks for the term. (they have other pages targeting these keywords)

Fake Example:
Search Query: "Retail SEO"
High Ranking Website: "DenverMedia5453.com
Searches Related To: Chiropractor SEO, Denver SEO, Boulder SEO

Any thoughts about whether this is manipulation, and if so, how it is being orchestrated?
 
Yep, I don't think it's easy though. I've done some tests with rotating proxies with no success but it might of just been a dirty burnt out service. Interesting to see some tests with clean IPs.

It needs some investment, I don't want to share details on it but proxies stuff is not where its at.

Nope, I use actual people. It requires some investment but the results are amazing. I have 1-2 videos uploaded on my channel about this thing & I am looking to make a bitesize video with manipulation techniques.

Interesting, I looked at microworkers for this ages ago but didn't pursue it anymore. I also considered using pop up traffic to perform the search.

When you looked at MW did you find insufficient evidence that it had any impact? That's mostly what i've heard from others.

Did you try Popup traffic for search? If so did it work as expected? Looking to get manipulate Brand name / domain name search in G
