Can not create new acc on fb

What do you need? a profile, Business manage or ad account? or all?
 
Never use a VPN. You need a clean proxy and warm the account up

I think you should rent or buy from an agent to avoid wasting time doing that, because currently new accounts are also very weak and easily disabled.
 
You can rent account instead of creating new account, i think your IP is banned that's why you can't create new account
 
FB is tightening the terms so it will be a bit difficult. You can try using a proxy of another country

You could try switching VPNs, proxies or even changing the URL. If that doesn’t work, the best option is to rent an advertising account with a stable spending history and good performance metrics, rather than starting a new one from scratch

creating a new account is time consuming and risky. Consider alternative options like purchasing or renting an account instead
