Please ensure that the phone number or email has never been registered. Have you tried registering by phone? Use 4G or residential proxy to do that. If you still cannot create, I think it is due to Facebook's policy, you can contact Facebook support to ask the reason and solution.

most of the time facebook just puts restrictions on new ad acounts to verify.
If you have the account on your own name simply click Request Review and send your ID card.. it will be verified and re-instated within few hours and it will be stronger than before

What if the page is in a fake name? Is it useless then?
Also, can you suggest or PM the best USA proxy providers that work with FB/IG pages? From what I read, they are all banned or shadowbanned. Thanks.
