I'm making a new site and targeting keywords with difficulty score of 30-35 " according to Neil Patel tool"

My strategy is to create 10 expired high PA web 2.0 manually each with 5 articles " spun content with proofreading" with a couple of article and pdf submissions

Do you think this would help me rank or should I buy a couple of pbn links from the marketplace as well?

Could you recommend me indexable web 2.0 list as people say that most of the popular ones are useless now as they don't pass DA or get deleted easily ?!

You can spy backlink from your competitor and thinking about your strategy, Its depend your industry
Agreed on spying the competition and building a strategy from that.

Also, regarding the OP question, you can create your own expired domains with backlinks, you just need the experience to be sure those domains have some value to bring.

I agree with what others are saying about looking at your competitors backlink profile. Keep in mind, depending on the niche they maybe using PBNS that are well hidden. I just came across a site ranking number 1 for a fairly easy keyword with zero backlinks to the entire domain. The content was maybe 150 words. I didn't see any internal linking or any good on page SEO. It out ranked sites with decent DR, backlinks to the ranking page and equal or better content. Without a doubt they are using hidden PBNs.

I would say you are going to need more than just web 2.0's to get you competitive in the SERP. I would venture to say you will need some good contextual backlinks from blogs with authority. I would recommend looking at some reputable niche edits or guest posts to give you the needed authority.

so what should I do regarding tier 1 links ?! besides web 2.0

That's exactly the case with my competitors, a lot of them are already established sites with high DA +60 and they don't usually have more than 10-20 backlinks if any so I guess the rest are hidden hence spying on the visible ones ain't gonna cut it.

If they have DA60, they have a lot more than 10-20 backlinks. Maybe not directly to the URL you are competing against but to othe pages on the domain. Hidden backlinks will not affect Moz DA because Moz doesn't know they exist.
 
Depends if the authority of your domain is strong enough, the competitors' and the links they have pointing to those pages.
 
Hard to rank with just web 2 you will have to pump in PBN s as well
 
When your site is new using PBN is not a wise option. First try to make some manual baklink. Like reddit pinterest facebook tweeter instagram. That is very importent to make your social presence . After that make some profile backlink or get some community blog post and gain some link. That will not only give you trust flow for google eye but also give link variety advantage. After that analyse your competitors back link... do some guest posting in quality site. And wait for the result. If its still not work for you then go for PBN...
 
Always look what other competitors are doing too. that can help you out in this too.
