As the title says, Can I Instantly build backlinks after deploying my website or do I have to wait for a couple of weeks to months?

You are good if you are buildlings links which has a lots of social sharing in them..

you can wait for a week or two before sending PBN links to it.

Though its not a like a foolproof thing. You are never in danger and you are always in danger while building links..
