How can i create a campaign without getting suspended? How many days or time do you leave the account after you have add billing in merchant centre before creating a campaign

You can create a campaign without triggering an account suspension, by following Google Ads policies and / or making the campaign in a way that it appears to the algorithms of Google Ads, as following Google Ads policies.
How many days to wait before adding (linking) merchant center ? Zero days (no need to wait).
Edited to reply to :-
How can i set a camp for running ads crypto in google ads.
By using a cloaker, and running a cloaked campaign and this has already been discussed in literally hundreds of threads in the Google Ads section to the maximum possible extent of whatever can be openly shared about running a cloaked campaign in Google Ads.

While I usually agree with the very helpful answers that you give here, I cannot agree with this one. The initial suspension after first campaign creation is indeed a big problem that not only BH marketers are facing. So it's not right or helpful to push it away with one sentence. I can create an account now with fresh fingerprints, residential/mobile proxy, fresh details, fresh telephone number, fresh billing and add a policy compliant WH campaign and the account gets suspended for "Suspicious Payments" without any impressions on the ad. Now this can be reproduced 10, 50 or 100 times and still there is a 100% suspension rate with no successful appeal. I know that there are people who say that you don't need to warm up accounts, but they don't disclose any proof or method and might be the minority while the majority is facing this problem. But where do you begin? You can try different anti-detect browsers or even normal browsers on new computers, different proxies and and and, but still the problem persists. There can be a mismatch between the country of your cc issuing bank and your own location. Others say it doesn't matter as long as the card is accepted when you add the billing. So what is the problem? Which variables besides the listed ones can be a potential problem? You end up with the creation method and/or warming up. Now I can tell you, that a warming up for a week or so won't help if we are talking about a new account.

So there is the creation method left. But now we are not necessarily talking about BH marketers, but someone who wants to advertise their own business. Let's say a little shop with handcrafted stuff somewhere. Buying accounts is surely the last thing they think about. How would this person start it's first campaign? They would create a gmail account first or use their existing external email to directly create a Google Ads account. And warming up? Even if it would help, why would someone who signs up to advertise for their legit business warm up the account first for weeks or months? So in the end both cases (gmail or external email) lead to "Suspicious Payments" after posting the first campaign and for both the appeals ultimately fail. According to the policy the owner is not allowed to ever advertise their own business that they put so much sweat, money and effort in ever again. So what do you tell this person? That they are sadly a victim of systematic discrimination? Or to just create a policy-compliant campaign (that they actually did)? How can this one problem that so many people are facing over and over again be solved, without throwing thousands of dollars towards questionable account sellers where most of them sell trash or run away with your money?

For the most part, the method of creation is the same, if only using antidetect browser, I think the account suspension is happening, think more deeply, what does Google check on your computer, if a computer has been blacklisted, the antidetect browser can't do anything. Use other anti-detection software instead of just antidetect browser.

Of course, they check the fingerprints and these accessible details of your environment are changed by said solutions to look like new and unique ones. A website cannot look beyond these details as long as you don't have any browser extension/plugin installed that can be interfaced by the website and which allows it access to more details (like S/N, IDs of hardware components). And with services like browserleaks and pixelscan you can easily confirm that your Anti-detect browser is actually doing what it was advertised for. So you actually use anti-detect browsers to avoid using your blacklisted computer and to avoid a potential suspension. And things like TCP/IP OS fingerprint might or might not be relevant to advertising networks, but can also be altered to suit your environment with the right proxy solution.

So if you are using a proper anti-detect browser they won't see that you are using the same system that was probably blacklisted before.

I dont use antidetect browser, I use antidetect machine, it create new machine and it working fine with google
What that antidetect machine? I think Google Ads will work Good just with other Google Product, you can guess what. Don't need any anti-bullshit-bullshit-club.

Obviously it is better if you make it some warm up it will be prevent some suspensions from google ads
