I will go with method one any day. Phone verified accounts means the accounts belongs to a human being and not a bot.
That is also possible.But if it's some kind of call-center / phone verifier provider, it'll make things unlegit again...

Where do you buy proxies to make method #2 work?
Instagram has a low account creation rate.
if you bought 100 proxies, (depending on the proxy) you can make 10% - 50%+ accounts.
so you're going to have to request for replacement each time in order to have one account per proxy that you purchased.
Proxy providers don't like that.
so it's hard to get method #2 in action, or is there a proxy provider that will replace your proxies as much as you want until you can make accounts 1/1 on their proxies?

I have someone from another country I work with that I would have actually make them although I do have to pay him. I have not tried to mass make accounts in the past I have bought them do they get banned quickly even if using a dedicated proxy?It depends on how you want to spend your time. Personally I would buy them, especially if I'm new to IG marketing.
I would buy accounts aged at least 3 months. Finding good proxies to register is hard.
