I've used the site Paxful to buy Bitcoin with Paypal in the past. I'm not sure if you can buy altcoins using the platform, but it's worth a look. Also, keep in mind that the sellers there will require you to take a photo of yourself with your id to prove who you are.

You can buy Bitcoins by PayPal from LocalBitcoins if you verify your account there.
