You could make a website where you offer your services in video editing. Start a FB+IG profiles, offer your services to youtubers, start a fiverr gig, advertise yourself as much as you can. spend 50$ on website (domain + webhosting), save the rest.
 
Keep that 500$ and get a job to pay for food, house, bills etc.

You will not be able to build a proper business if you are on survival mode and only have 500 bucks to spare.
 
Buy an adsense account with domain and site + A facebook page/group with 50k subscriber and promote your site in FB. That's all!
FB Page + Adsense site worth maximum $200-250
 
If you have no time to learn new skills, you can just farm and sell facebook / google accounts. This will only take your time and $200 to start. No chance to lose your money with this method

If I had only $500, I would not spend them but rather increase my Skills. Then provide service to Clients to make a cash flow.

Making a lot of money with 500 dollars might depend on your luck but you can certainly earn some money by investing that money in the area of your expertise. Maybe use that money in paid ads to advertise your product or services so you can sell more and earn more.
 
Make a $40-$50 fiverr gig and buy reviews. 7-8 reviews should get you in the rankings a bit.
