Bulk email server needed

I am in need of a reliable bulk email server/service that will not ban me for complaints or bounces. I have several million compliant opt-in addresses and need to send to anywhere from 100 to 1 million per day.

I am not overly concerned with delivery or inboxing, just want to be able to send. Delivery would be nice of course.

Would prefer my own VPS / server that is a one time cost and not ongoing fee.

Also I would like to be able to spin another one up easily if one gets blocked.

I've developed a simple system a year ago that distributes email nodes over AWS instances. In this case each node has its own IP and you can horizontally scale the whole system. But it's not the cheapest solution for sure.

Well if you want to have your own vps/ server then definitely you have to pay monthly for server
