If it is just some garbage EMD, cut your losses.
What is EMD?

Just google it and you will see what it is.
Just hoping won't get you far IMO. Check backlinks and history. You get better at analyzing in time.
My question to other folks is, if I managed to get it indexed again with reconsideration request, can it be used for PBN and does it still hold the backlink value? Thanks
Just put some nice & fresh content on the website and submit a reconsideration request. Explain that you bought the domain and the penalty is not your fault. This is what I did in my case and the penalty was removed.
When you're setting up a PBN it's perfectly natural to pick up the occasional dud domain regardless of how much due diligence you do, C'est la vie!
use 301 redirects, or wait for google review 10 business days.
host it on the shittiest free hosting platform you can find and point it at a competitor....surrounded with viagra spam - preferably chinese viagra spam
If you already have some metrics and old domain then it's won't be harmful.Aren't 301 redirects of a penalized site harmful?
He could use the Google disavow tool, email the webmasters of all the spam sites email asking for link removal, document the emails sent, and ask Google for reconsideration. IF he does a good job of all that and Google see's he has followed the guidelines of trying to rid himself of the spam they might lift the penalty. This isn't rocket science. It's obvious he just bought the domain, Google knows that. So I suggest he read Google's reconsideration documentation and FOLLOW IT TO THE T.

Is there any way to be able to know what is wrong with this domain? I mean... Maybe it is not penalized because of the links. Maybe they have made cloaking, doorway, hidden text or something.
Well, I read over the message in your OP and it looks like the CONTENT of the website was terrible. Like they used spun gibberish content. So if you build a new site that used QUALITY content you might be able to submit for reconsideration
Keep us updated on the final resolution about this, mario, I'm interested to see how this turns.
@ThopHayt you are gold!
I thought that message was kind of generic and they send it to all of the manual actions cases. After I had read your comment, I checked around and found out that it is just as you said. It has to do with the content of the site.
Here is a different message for example:

My problem is labeled as "pure spam" and I have already cleaned it by installing my fresh website (at least it is what I think).
Here is more info on the pure spam thing:

And here is a list of the reasons you may get a penalty:

So, putting all these things together, I think that I can fix it. I will clean some bad links as you added and then I will send the request.
Thank you so much!
