Bought a Penalized Domain - Now What?

Just hoping won't get you far IMO. Check backlinks and history. You get better at analyzing in time.

My question to other folks is, if I managed to get it indexed again with reconsideration request, can it be used for PBN and does it still hold the backlink value? Thanks

SEO is hard enough without taking yourself back another 10 steps with a penalised domain, I would call it a lesson and start again before you waste any more time.
And for your domains, just buy them from @Nargil then you don't have to worry about these types of issues.

Yep, my clients would surely love that. "Oh, sorry, this one is penalized, but you know, I was too lazy to check it properly." And learn the difference between deindexed and penalized. And also, learn when to remain silent. :)

Anchors, backlinks, historical data, archive.org, domain tools screenshots, hosting history, etc.

A simple check on Wayback machine is a logical first step and Ahrefs.
Then if it looks ok there, then dig deeper.

Of course there is different risk level involved between client tasks and own projects. I won't get into ABC.
The specific penalty OP received in GWT means deindex, so in this case there is no difference.
Btw, one guy here who ordered domains from me and had previously used other sellers here, said he had never got that good domains before, so I must be doing something right. I'm not saying you're not, just I am here for discussing and changing ideas, not trying to say others are wrong to make myself look more "guru".

No offense taken. Hope you haven't taken any as well.

However, you need to be more precise with formulation. Any newbie who will read your post will immediately think, that deindex = penalty. We can read between the lines, but new kids coming here well... they can't. :)

No offense. What's your personal opinion to use the domains after I got them indexed again with new content? My plan is to delete GWT and use them for PBN after a month or so... Thanks.

I am not sure if I follow. Once you get them indexed with a new content, they are ready to roll immediately, no need to wait for anything really. You can link out straight away. Also, no need to remove GWT either. GWT does not provide any information that Google does not already have. And if you use separate Gmails/proxies and thus GWTs, you can keep it installed no problem.

The domain had great stats (DA/TF), and I searched myself on web archive for suspicious content. I also checked with a couple of tools its backlinks to be sure it was clean.

Everything was fine!

I have created and published some content, but today I realized that the domain is penalized!

I have the option to request a review and thinking about adding more valuable content, take some backlinks and continue sharing on social media. After that, I will ask for a review.

Is it worth my time?

It's a dbag move, but you could sell it to a competitor in your niche

Sort out the content and submit a request -

To be honest though, if the domain has completely changed from what it was before you brought it, Google will 'voided' the historic links to it anyway

Onsite slaps are really easy to fix and get back in Google's good books

People should understand, that if you want to use expired domain as a money site, then $10 domain won't cut it. :) Unless you have at least $100, ideally more, to invest, then you should rather start with a new domain. Sent you a PM.
 
I would say just don't leave it or throw it away. You can target yahoo search and drive traffic from social media too. The traffic from yahoo may not be as big as from google. But these penalized spammy domains do get indexed in yahoo & bing even with plr content. It's not a total waste & yet it may not give you great results so it's your choice to decide is it worth to try or not.
 
If the domain has good branding for your niche, then I think you should fix it. A reconsideration request shouldn't be too hard if you're building out all new content.

If it is just some garbage EMD, cut your losses.
