Does anyone know of or can recommend a bot/automation program for the Russian social networking website VK that works in English too? Preferably one that can automate many accounts.

Does someone really use that website? I think that the best for promotion are Instagram or Facebook. Especially if you speak about English-speaking audience.

yes. this is very usable website for russian-speaking audience. But for english-speaking people FB or insta much more usable.
