Is there a way of creating a website that displays updates from other blogs/websites on it?

Yes, you can either use the rss feed of the blogs or scrape them. The first option is better and can easily be set up on a WordPress site.

That's for rss feeds. Am talking about having a site/blog that displays other blog updates on it. take for example; CNN stops writing their own content and decides to have a "gallery-like" section where updates from other sites/blogs are displayed.
