He means that you still have to add $500 to the first account you use to generate the coupon. Is this true?

1. Create a bing account and $500 to it and generate a coupon worth $500
2. Create another Bing
3. Add the coupon from the first account and the second account gets $500

Do you get $1000 worth of Bing credits by spending only $500?
 
cant understand, how do you create your own coupon? you keep refilling with your own coupon you created?
