I agree.
OP: You have to know what you're looking for before you look. Because the definition of white hat and what it entails changes from person to person, there are plenty of BST threads that can call themselves white hat and to most people they aren't.
This is exactly what I meant by some suggesting all SEO as black hat = all SEO services will eventually get you banned/penalised. However this doesn't seem to be the case, there are some manual ones that look natural and won't ?

No. There's a method called black hat seo that you can rank with relatively fast but might get your site penalized, and there's a method that will unlikely get you banned which consists in adding great content to your website and implies no seo, and which might get you ranked in a year or two.

I see i see, apparently black hat SEO is already known to get your site penalized (not really might as its known just time varies on how long) - this is based on from the moderators or admins of BHW and external research.
You say that there is NO safe method of SEO? or link building?
However i know there are methods that do link building in a safer way that takes a long term for ranking but the rankings stick. Hence to what i've learnt not all SEO is black hat?? - and people refer this method to white hat?
Correct me if i'm wrong. There seems to be alot of opinion on this and i do want to learn.

Put it this way, anything that manipulate your Search Engine position is considered Blackhat, so basically, any types of SEO are blackhat.

there is a thin line between what you call WH and BH. Also only BH SEO's know how to get the best of both worlds.
The safest method is to have a buffer between your site and the links you're building. Something you can remove if needed.
Just because something isn't causing a penalty today doesn't mean that in 6 months it won't cause a penalty. Stay away from any automated link services linking to your site.
I like to focus on quality web 2.0s as buffers. Then I build less spammy links to those and the farther down the chain it is the less concerned I am about the spamminess of the links.
So to answer your question, there's not really any white hat service here. The majority of the services tend to suck. Many services have penalized sites of mine. Even stuff that was much more legit became a target for google.

What you want to do, OP, is to look for providers that are offering something that looks natural to the search engines and not something that comes off as contrived or a process that looks like it is trying to game the system by doing the same thing each time.
