Best Way to Use My Old Domains for SEO Purposes - (Mini Sites or 301 Redirects)?

I own around 15 domain names that have been registered for over 10 years, with some decent backlinks pointing to them. Ahrefs shows domain authority (DA) ranging from 8 to 41.

What is the best way to leverage these domains for my money site (white-hat)? Should I build lightweight websites on each domain and link them to my primary domain? Or are full domain 301 redirects still considered safe by Google?

One more question regarding hosting IPs:
I assume that having different IPs for each domain yields the best results. If I use Cloudflare, which hides my server's IP from Google, would it be acceptable to host all the domains on the same server/IP?

301s work if niche and anchors are clean. Don’t redirect junk. Cloudflare is fine, just avoid patterns in NS and whois.
