A: take a screenshot, paste in photoshop and then...Measure and recreate the site design by measuring each of the element and creating/styling the dom.
I think expert way is to copy html and copy css/js
Not quite... Not for all sites atleast.. Plus, you don't want the same dom do you? If a designer does that with me, I will fire him right there..
If OP is asking best way to copy a website he aint no professional designer.
Yupp, and that is why it is even more important to guide him to the right path. If he ends up hiring someone who just copy pastes the source code, he shouldn't pay that freelancer..lol

Does SEO matter? I mean, will your visitors be organic? If so, I suggest creating the way I mentioned. If it doesn't, then just use httrack. It will save you the money for hiring someone.
In case you do need to hire someone, open a thread in the hire a freelancer section with your budget. You never know how much budget someone is willing to work for (besides, it's just a single landing page).

Yupp, add mail.php to the server, then change the form action. If you want ajax processing, it might be a little tougher... But nothing you cannot learn...
Use Save Page WE (Chrome Extension) - Does the job very well, aldo some scripts can not work, so you have to download and set up them manually, by the way, you can inspect (with default Chrome inspect tool) the webpage and edit everyting, after clicking on the save icon it will save the edited version.
Go with httrack then, check settings for selecting how many levels to go for. Adding mail & needed functionality will be the task after scrapping.

Import it using good ol front page 2k13.
Simply add the URL, tell it where to copy to on your PC, click import. It will grab everything it can. You can't edit it in front page but it's a good way to rip a site.
HTTrack is actually a very weak tool There are open-source, less known others, but as I myself already dabbled in that field I feel like that knowledge shouldn't be free. HTTrack for example will horribly fail for websites that render the website on the-fly through server-side rendering with new things like react/vue.js. But those can STILL be captured (even though it will be ugly code & jibberish class names) through tools that simulate browser behavior when scraping.
