It depends with many factors such as how competitive your niche ,Your current position , situation and the niche you are in etc.
In my experience 75% gsa ser users use tiered link building and concern about contextual links.
Senuke is over priced and GSA SER is one time fee. Plus serengine is affordable, and they also have yearly plans.
Money robot uses their own blog network which is already flagged to google. You can simply enter your money robot built backlink to semrush and check your self.
link list = verified list , premium list etc.

You don't need a link list for web2.0s. There is not such a thing exists. serengine or other web2.0 engines uses templates and backlinks create from it.
Ex. soup.io ,wordpress etc.

SER is only a tool so you'll need to make sure you have a good grasp on how it can fit into your SEO strategy if you want to achieve good results. A lot of people are using it with SEREngines these days to produce higher quality web 2.0's and then boosting those a bit with the normal engines included in SER.
It's probably one of the most updated SEO tools available. I'd say the only other tool updated as much as SER would be Scrapebox (another fantastic tool)
