best and cheap and fast is not possible, however take a look in BHW marketplace you will find some offshore hosting providers within your budget with good reviews, But I recommend to raise your budget a little bit and get an offshore VPS that will be more fast then shared hosting.
Its not what I'm looking for mate
I can pay $13 a month or $150 a year please tell me which one is good for me

If you can't trust even the hosting provider who will host your data (black hat or not) then who you will trust?
Also there are plenty of options to keep your self anonymus , VPNs , bitcoin payments and so on.
