Best non-VPN proxy method for an android phone?

    I get this isn't so much a "SEO question" as a "how to" or "proxy use on android question" but I've floated this question out to a couple of "more appropriate forums and reddit subs and have yet to get a straight answer. So go easy on me. I figured given you guys use of proxies and VPN's in SEO use maybe I could get some help here?

    Using Android version 4.3

    In the "modify network" sub menu when you configure a proxy it says; "The HTTP proxy is used by the browser but may not be used by other apps."

    So is this exclusively for the browser and apps that choose to respect your proxy settings only?

    I want to route all traffic going in and out through a paid private proxy with no exceptions over wifi only.

    I'm thinking VPN is a no-go because each phone will be using a lot of bandwidth.

    I want to initially do this with 50 phones and later scale up to 250.

    Am I going about this all wrong?

    Would assigning each phone a static IP (on my end) and configuring router settings to use the proxy IPs be more appropriate?

    Do I have to do both regardless?

    I'm at a bit of a loss... :(

    I don't know much about networking or proxies. (obviously) but I'm pretty technical and just need a push in the right direction.

    I'm not doing any play store circumvention, manipulation, app ratings etc. - though I guess that kind of thing is ok here? So I don't need any recommendations specific to that.
