sendblaster is just a tool to send the emails but you need a good smtp server for that.. I would suggest you learn how to warm up first and get your list clean before subscribing to the following: AWS SES, Sendgrid, Mailchimp, etc...
 
Use Gmail, G Suite etc for cold outreaches. Hands down the best results you'll see.

Yes it has made online emailing services almost impossible for cold email. But if you have your own SMTP server & sending software you can still do it. Costs maybe higher depending on volume of emails you send.

YOu can Buy an SMTP server to send tons of Emails and rest Forget about Software because they charge a lot but don't give a Best output of what you looking for
 
You can try Mautic on a VPS. Look for YT videos by H-Educate (Hassan) for full details.
