In my opinion the best links are contextual links from authority pages, like already ClementRai said. I was tested it last week. I have 2 domains with similar content. One of them was well linked (over 1k incomming links, <3 outgoing, money anchor from 10% incomming, money anchor > 100) and I add there a link with money anchor to the other site (40 incomming links, money anchor before putting a link - 0, money anchor > 100). After few days the site with 40 icomming links was on 4th page with money anchor, and well linked site was still > 100.

Best links are links from sites where not everyone can get links from.
