Choose location that is closest to your target audience demographics so you get better loading speeds.
Avoid Hostgator, Godaddy and bluehost, also all generic shitty hostings out there.

As for Blogging is concerned, its a no brainer to chose wordpress for creating blog sites. Hence, if you can find dedicated Wordpress hosting around, chose that as it is constructed simply to enhance wordpress experience.
Use the free hosting from Wordpress and buy a domain so you can better brand yourself. Their hosting is virtually bulletproof, and you won't have to pay a cent for it.
